Statement by Hon. Minister for Public Sector Reform at the Launch of New Charters for Four Public Service AgenciesSTATEMENT BY HON. SAMUEL OWUSU-AGYEI (MP), MINISTER OF PUBLIC SECTOR REFORM, AT THE LAUNCHING OF THE NEW CHARTERS FOR FOUR PUBLIC SERVICE AGENCIES AT THE MINISTRY OF INFORMATION AND NATIONAL ORIENTATION CONFERENCE ROOM AT 3PM ON WEDNESDAY, 9TH JANUARY, 2008 CHIEF ADVISOR TO THE PRESIDENT COLLEAGUE HONOURABLE MINISTERS HEADS OF VARIOUS PUBLIC SECTOR AGENCIES DISTINGUISHED GUESTS LADIES AND GENTLEMEN It is my pleasure today to participate in the launching of the Service Charters the Passport Office, Births and Deaths Registry, Rent Control Department and the Public Records and Archives Administration Department. The event marks yet another major achievement in less than three months since the launch of “The New Charters” for the land sector agencies by H.E. the President himself. Over the last three years, the Government has been implementing far reaching reforms in the public sector. Government efforts have focused on restructuring the sector to improve performance and managing the change to attain best practices in the management and delivery of public services. We are undertaking various reform initiatives aimed at improving service delivery. For instance, we are training the leadership of the Civil Service, professionalising the human resource function, reforming pay and pay administration, improving conditions of work and reviewing schemes of service. Distinguished guests, Ladies and Gentlemen, as you are aware, the establishment of a Charter Unit and the development of a Service Charter is now a key performance target for any public institution. Through the Charter, the stakeholders and the public are able to know and understand the services that are offered by the public sector agencies. The Charter will go a long way in educating the public on the roles and responsibilities of the various public establishments. My Ministry is determined to continue providing the needed support to all agencies to develop and launch their charters. We are drawing up a Charter Handbook which will be made available to all Ministries, Departments and Agencies, as well as Metropolitan, Municipal and District Assemblies, to provide some reading material that public entities can refer to and consult with ease when developing their New Charters. We are also putting in place a schedule of visits and interactions with all public organisations, either on individual basis or grouped by sector, to offer information and advice for the establishment of Charter Units and development of Service Charters. I believe the launch of the charters for the Passport Office, Births and Deaths Registry, Rent Control Department and the Public Records and Archives Administration Department provides the right spirit and commitment to realise the government’s goal of ensuring quality service delivery for all.
